Nigeria’s National Digital Cloud Policy: Key Provisions and Implications for Business

On 17 August 2026, the Federal Government released the National Digital Cloud Policy (“Policy”).[1] The Policy supersedes the Nigeria Cloud Computing Policy 2019 and takes immediate effect, except for the sovereignty provisions in Part III of the Policy, which require Presidential approval.[2] The Policy marks a shift from the 2019 general cloud adoption to the deliberate development of a domestic cloud and data infrastructure ecosystem in Nigeria. Its objectives are to attract infrastructure investment, promote regional competitiveness and establish protocols necessary to secure national control over government and regulated data.
